On the 10th General Monthly Meeting of our organization, PAREB-CEREB, we were graced with the presence of the Provincial Director of the Registry of Deeds for Cebu Province, Atty. Ariel B. Condat.
His talk, Check the Title, Protect the Deal: A Practical Guide to Property Due Diligence, made one point clear: check the title, then check beyond it.

Check the title, then check beyond it
Atty. Condat focused on the importance of double due diligence: going beyond the ordinary due diligence, instead of relying only on the mirror doctrine.
To show why it matters, he discussed the case of Spouses Manalese v. Ferreras.
He also discussed the basic steps of property due diligence:
- The technical
- The records and status
- The documents
That was his message to our members: do more than the ordinary due diligence.
Our other speakers
We were also joined by two more speakers.

Mr. Ian Mark Anthony C. Tee, Bank Officer IV of the Bangko Sentral ng Pilipinas, the country’s central bank, discussed practical cyber hygiene and scam prevention.
Mr. Rodel Leocario, Senior Investment Specialist of the National Home Mortgage Finance Corporation (NHMFC), discussed NHMFC’s Housing Loan Receivables Purchase Program.
Why organizations like CEREB matter
Getting the license is not where our learning ends. It is the start of a lifelong journey of learning how to serve the public better.
Organizations like CEREB, and seminars like this one, are part of that journey.
In one afternoon we heard from the Registry of Deeds, the Bangko Sentral ng Pilipinas and NHMFC, and we left with more to improve our craft.
CEREB is PAREB’s local board for Cebu, and I’ve been a member since my induction.
Our own officers and committee members led the program, from our President’s opening remarks to the Treasurer’s report, with our Education Committee introducing the speakers.
Thank you, Atty. Condat, Mr. Tee and Mr. Leocario, for sharing your time and expertise with us.
Thank you to our President, Atty. Rheneir Mora, to CEREB, and to our sponsor, Contempo Property Holdings, Inc.
And to my fellow members, thank you for the company.
